Armor type is actually kind of important too… as was said before, non-padded robes are trash defense even with ee (200 ee “robe” has the same physical defense as a 50 ee padded).
EE padded robes are actually pretty good to solo with at higher levels if you use salv, since they will seldom take 0 damage and therefore almost always charge salv, but still mitigate a useful amount of damage. Without salv, it’ll be a struggle unless you have shrines.
Leather and scales work well as ee armors and especially well as partial ee part side mod (stat or something else you are needing for example ML) and they also charge salv quite well.
Chains and especially plates defend a lot of damage even with 0 ee so they are actually really useful as stat pieces with or without some smaller amount of ee. They actually tend to work better with salv at lower ee than higher ee since the majority of mob attacks are physical and you will get hit for 0 most of the time if the ee is too high. No chains or plates will be reducing magical damage by much so generally speaking you won’t be able to rely on just magical damage taken to charge your salv sufficiently to keep going without shrines unless you have some hybrid side mods or you are killing very fast at the highest levels.
