Id rather stay away from adding even more stuff to the game... The more items/mods you get the harder it becomes to find the ones that matter. Adding 5x elemental masteries caused a noticeable drop in useful spawns because most arcane+ now roll at least one element on it and 99% of the time its a wasted mod.
NN more weapons/armors/charms/mods to ruin drop rates even further.
There are ways around this, also, if done properly, you would be able to build caster characters with every class.
1. Wand, ring, bracelet & gloves are Specialised items with their OWN specific Mod table.
... Example: because these items aren't used to melee, then you don't have Strength / Dex / Enhanced Effect / Parry Mods
... So, you could introduce Enhanced Effect [Ice / Fire / Lightning / Earth / Wind] (Same % as Heal Mastery)
2. These items can be used on ALL classes (this may seem like it deters from what you are initially intending, but read on)
Now, you could actually create better off class characters with these items as their mods are based around casting. But, at least it can be equipped to an Alchemist.
