No one really knows. If someone says they know, they are fucking liars. They will lie and say they want to keep the secret to themselves. Its all bullshit.

Does magic luck effect transmuting?
No one knows for sure, but its believed yes it does increase the odds of muting a nice item. More importantly, it cant hurt. So do it.

Does magic luck effect quality of fish?
No one knows for sure 100%, but its strongly believed that it does not effect fishing at all.

Does magic luck effect cooking?
You some kinda stupid?

What IS known about magic luck?
It will increase the value of your item considerably to idiots like me who like to believe it might actually do something.

To sum things up:
1 - A lot of people dont like Timasse, but his english is far better than CyberJunkee and Jay_Jaj combined, so hes generally more accepted.
2 - I'm gay.
3 - You could probably increase your chance for solid items more by snuggling a 4 leaf clover between your butt cheeks than by wasting your FG on magic luck.

my old mq setup had +6 magic luck on the side and i noticed better rolls on my drops

I said how. Does it do a separate roll for the tier, number of adds, the amount of the add. Does it add the total ML of the group or just the person getting the kill. Does it increase the amount of the tier/magic prefix/amount of certain add by a fixed amount or is it determined by how much you have. Go ahead holmes, fill us in on the details

I honestly believe that Paul added magic luck but he never wrote a change in the game
Just added a stat and forgot to make it do something
