clan grades are determined by how many accumulative national points your clan has.
your clan total is simply the total np that each of the members have
all clans start at grade 5 so the requirement is 0 np
grade 4 - 72,000 np - (can participate in castle siege war)
grade 3 - 144,000 np - (this is the grade in which your clan can do the knight quest to obtain capes/logo)
grade 2 - 360,000 np (the logo will show up on the back of the cape and you will have access to the grade 2 cape colors)
grade 1 - 720,000 np (will have access to grade 1 cape colors as well as the grade 1 armband)

i would like to say that 1->70 is nothing compared to 70->80
the total exp needed for just 79->80 is 1.8 billion. if you exp in the best possible exp parties for 14 hours / day with gold premium + exp valkyrie armor you will gain approximately ~100mil exp.
anyways 1->70 could be done in ~2 months if you dedicate yourself but most likely it won't be done that quickly
if you know how to play correctly, you can even do 1->60 in a matter of ~2 days
