First of all where did you find price 1.300.000.000 for shard +8? Cleaver +9 is at the moment on merchant for 999.999.999, and shard is about 50m more than cleaver+9, so finall cost for that kind of weapon is 10-10.5 gb.
Forum gold is not a problem.
