LOL Sounds like you've not played KOL for quite a bit of time.
Two region specific servers were released a few months ago, Carnac East and Carnac West.
The west server only allows western europe, north america, and australia IP players (meaning if you bring a wireless laptop over to e.g. brazil on vacation you won't log on that), while the east server allows IPs from all other countries.
And if you can log on CWest, then you can practically log on at any time without premium unlike every other server, 1) because it isn't flooded by turkish players 2) there's a high percentage of premium western players because of the lack of turks.
