unfortunately i would suspect more water not less but you might find hording due to tropical storms emerging?
we know in the past disaster relief supplies were mysteriously removed when the community provided it so shorts might be more related to
not being allowed to get water other than "approved" suppliers if 31 atlas causes tropical disturbances.

In the past i would have invested in water removal companies and services if i thought trees were dying for ex.
Because youll get alot of overflow when trees are removed as their roots soak up thousands of gallons of water; the investing strategy is that nuanced unfortunately
Even then the minute by minute timing would be the requirement for surety in your investment and that would constitute the insider part.

TLDR if you saw all the ash trees dying in 2012 due to cosmic beetles you could invest in hard wood commodities or in their emerging replacement/ alternatives. its not so easy when it comes to cosmic disturbances due to mysterious flying objects
