Of course it is. It will refract passing through the light bulb itself, then passing through the glass window at the front of the flashlight, then again passing into the water.

But you are avoiding the questions. You said light is refracted by glass but not water. How come? And if both glass and water refract light, why can you make a rainbow using one but not the other?

if you say there is no difference, then make a rainbow indoors with just some drops of water and a light source, but be prepared to fail.

Yep, just as I thought. You don't know anything about optics, you said some things that were totally wrong, after some googling you realized you were wrong, and now you are in a corner with no options left and nothing left to say.
Glass and water are both denser than air and they both refract light, just at slightly different angles. A water prism would work just like a glass prism, the only problem with water is that it's liquid and has to be in some sort of a transparent container to have a specific shape.
