Partially correct. Each rain drop creates its own (very weak) rainbow at a specific angle from the sunlight. We only see the rainbows formed by those raindrops that are aligned at the correct angle between our eyes and the sun, and
those thousands of weak rainbows overlap nicely to create a clearly visible rainbow.
