I was in a place like that once, had some cops chasing me, no guns, screaming "sir, stop running"

it would be an incredibly rare occasion to find a criminal with a gun in a country where police don't carry.. otherwise the police would carry

if you're referring to other types of weapons that would be where batons and tasers come in

in civilized countries we register guns so the cops know before they even show up

Lol! Though truth be told, I don't remember seeing any pay toilets when I was there. But there were "toilets" that were nothing more than a hole in the floor with a pair of tiny foot pedestals to stand on.
