Alliances are free to join however you are responsible for your account and there is a "tariff" that is expected to be paid in all trades and services by your Guild Members that are conducted with my Guild Members. These tariffs are bypassed when members of both Guilds are within there own nation and are not subject to any other "tariffs" set forth in our alliance, and are completely monitored and regulated within the guild alliances section of my Guild Forums and all of its authorized users.
