I'm most sensible places it's illegal, not because of the lit cigarette or cigar, but scholars like this guy lighting them.

Genius probably thinks because it's difficult to light liquid petrol with a lot ciggie he's safe, but I guess these morons don't consider the amount of gas that escapes which will quite easily light with a ciggie.

But what can I expect from a guy that looks like that
