They don't really meet at the horizon. The distance between them eventually gets to an angular size that's too small for an average human eye to resolve. But this all depends on the eye and the distance to the horizon and the distance between the railroad tracks. It also has nothing to do with the horizon itself. Any two parallel lines will appear to converge the further away they get, regardless of direction. If you were to lift a railroad track vertically, so it points to the sky, you'd see the exact same effect. This is clearly apparent with tall buildings, crepuscular rays, and any flying object like an airplane.

No black magic, just very very simple geometry. This is the kind of thing you'd probably study in grade 7, give or take a year. Most high school students wouldn't have any trouble explaining the effect and actually calculating the angles and distances.
