What if you also had a tortoise that would chill by the tank with Nugget. Would Nugget see it as companionship?

Yes. Certain holidays we decorate his tank (usually). Halloween, Xmas, Easter, Valentines Day & Fourth of July are all easy to find tank decorations for.
