But I'll humor you:
When talking about bodies of water on earth, "level" does not mean "perfectly horizontal". Level means that each point is located at an equal distance to the center of the source of gravity.
Ice cubes bulge when freezing because the entire cube expands, and the cube's weight is not enough to counteract this.
Lakes do not bulge when freezing because the surface of the lake freezes, while the rest of the water remains liquid.
