Not a lvl 1 he doesn't. If you evolved it at lvl 7 then you are correct.

Naturally/normally no but technically he most certainly can. Pokemon programmers often give trainers pokemon lvls and even movesets they wouldn't be able to normally get if they went through normal traning process.
It's just technical comparison to remove all the variables and compare base stats. Don't overthink it, this isn't some weird subjective anime hype where an underleveled Pikachu defeats an Onix with the help of sprinkler system inside a gym.

Technically there are numerous pokemon with non attacking move pools at lvl one. So yours is merely a lucky guess.
Most of which the attacking moves are less than 40 pp

For example azuril also has splash lvl 1 just like Magikarp but the base stats are much higher than Magikarp which would make it stronger.

No pokemon isn't ALL about luck. Sure there is an small element where luck is involved but it is overshadowed by fundamentals and consistency of numbers. That's why certain people are always at the top.
