Light through water slows the speed of light. The stars are definitely rotating and it's either from the planet spinning or the star rotating, this aberration was already establishing in 1729 by Bradley and explained as the difference in angle of a beam of light in different inertial frames of reference.
By slowing down the speed of light and either increasing or decreasing the angle of observance - one can determine whether this motion is due to the velocity of the person or the rotation of the stars.
