"GPS couldn't locate it" because MH370 didn't have a GPS transceiver on board to begin with. It used (as do the vast majority of commercial airliners) a tracking system called ADS-B, from which tracking is sent plane-to-plane or plane-to-ground. Until the World Radiocommunication Conference agreed in Nov 2015 to dedicate radio bandwidth and frequency to send ADS-B data to satellites, there was no live GPS tracking of aircraft.
