it honestly depends on what your current motherboard supports its an am3+ socket so it may have good upgrade compatibility but it also may not thats why unless you really future proof you have to end up building a new pc just to upgrade a few components.
there is a few free programs that can identify exactly what parts you have like speccy or cpuid

It's an asus m5a97 R2.0, am3+ (942) socket

my computer is hopefully out of date i guess? i'm looking at cpu, mobo, and video card upgrade :/ ?

it was rather nice back in the day

is prebuilt worth it these days over custom build?

There are thousands of secondhand pcs for him to choose from that would meet and exceed his requirements that cost like a $1000‐500.

Rtx 4060 is a downgrade from 3070 and costs the same.

It doesnt take a genius to recognize that his pc is too old or low perfomance to handle 4k. So unless he is homeless or works at mcdonalds he needs to upgrade that toaster ASAP. Otherwise settle for 1080p

think it's worthwhile to get a 4k monitor to run 1920x1080 instead of it's native resolution?

building is always cheaper but you have to build it yourself. with that mobo the best cpu you can get is hardly an upgrade. its alot of $ to drop just for 4k since your game of choice already runs fine on current pc id aim for higher refresh rates at 1080p. idk about lol but most competitive games people play 144-360hz 1080p monitors

The frame generation technology in Nvidia 4000 series + is what you'll need for 4K IMO.

Other cheaper shit can do it, but not consistently across titles with reasonable settings.

I think 3000 series may be able to be this with modded drivers, not sure.
