No, it isn't an assumption. They use radiotelescopes, parallax variations and advanced mathematics to measure the amount of light degradation before it reaches us. We know it degrades because even in the vast expanses of space, there are trace molecules drifting which can scatter the light. If light didn't degrade, there are so many stars in the universe that even the night sky would be white.
