Oxidizing potential follows a trend on the periodic table where the more top and right you are the more you can oxidize. So the top and rightmost element that isnt a noble gas is fluorine, and is the only one more top right than oxygen. So its the only thing that can oxidize oxygen. Still, if anything else gets into the system that can be burned that will be burned first.

Take a match, you light it on fire - the match is burning, you can call the oxygen an oxidizer - but the oxygen is reacting and you are "burning" or "consuming" the oxygen as well, even though the oxygen is not on fire. Think of the mass of oxygen as a candle and only the wick is "burning", not the entire mass

but oxygen doesnt burn now you're trying too hard.

Ok air has .000055% hydrogen , air contains no hydrogen to speak of.
