Compressed air isn't fuel. You can compress air and release it to gain a (small) boost, which is what Musk is talking about, but it doesn't burn by itself. You need fuel and oxygen for combustion. Releasing a burst of compressed air is however, not a jet, but a rocket engine type. The space shuttle could not maintain sustained flight. This is super simple. It dropped off its fuel/LOX tank on the way to orbit. The space shuttle engines are rocket engines, not jet engines. They use the fuel/LOX mixture they bring with, not the atmospheric air to provide combustion.

Afaik the compressed system would not be the main source of propulsion but boosters as I previously stated.
