Ok i re-read the descriptions. it's all attributed to clouds and high waves. no where is there an explanation of how a boat could be in full view through a telescope AND half above and half below the horizon. no where in there.

so the picture i posted is unexplained to you.

In short - the answer is because we are more dense than the air and the air pressure pushes us back down.

Why do we float in water? Where is your gravity then - shouldn't it suck us to the bottom?
