Bread is any cooked dough made from grains + liquid, so a tortilla fits that role. However, a sandwich is a structure and not a substance (a filling enclosed between bread). Therefore, a plain tortilla is indeed not a sandwich.
this makes me want to remake my old poll thread of "is a hotdog a sandwich". It got a lot of people mad for some reason.
