the cops are evil. the active shooters are evil. that means they can only arrest the press and use innocent bystanders as scape goats.
same thing with ice vs immigrants. if the immigrant is evil and the officer is evil they are setting some1 else up - a bystander.
there are faces or exceptions to that. therefore bad cops can still set up the few good cop(s) etc.
If you use that logic you will always understand how the synagogue of satan sets up the innocent, the same way they put jesus at the cross.
