I'd say no, bullying is deliberately and aggressively antagonizing someone.
Boasting or being proud of your achievements is not that. If people feel bad about it, they're feeling bad about their own lack of achievement and indulging in the sin of envy. Its their fault - they should instead be kind and congratulate others on their achievements to inspire others.
Then we strongly disagree on this subject. Also about what it means on a fundamental level. That's okay.
If someone came on here and bragged constantly about their relaxing and idle work-free lifestyle - funded solely by tax money taken from their hard working countrymen against their will - then I would consider that a form of bullying, yes
