Yes some law enforcement might if they don’t have the right equipment or their light is malfunctioning. It’s not practical in a good situation.

I like the classical arm straight out to the side, shooting perpendicular to your feet stance. You lockout the shoulder such that it's the optimal position to steady and lock your arm

I think some people are missing the point of the flashlight.

The flashlight in this position is also acting as a visual blinding device.
Both for concealing the body and blinding the perceived threat.

e2- As well as giving a clearer line of sight to distinguish threats.
But if you mount the flashlight, it's only pointing where the firearm is point.

The advantage of holding the flashlight is you can drop it, move it, etc

This is in a well lit room,
imagine a dark area,
it would swamp out your vision entirely.

Their vests said IRS on them, so I guess. I was wrong though about holding it close to his face but it was basically just as bad.
