Honestly it's not the float. If it was overflowing, it would do it once or constantly, not intermittently. It's losing water, and when it gets low enough, it refills. Just like when you flush. It's the flush valve. (i remembered what it was called).

Correct

The length of the flapper chain and the fill limit are out of sync

Fix by screwing in the blue float to make the water fill limit lower

Bad flush valve would be constant not cyclical

The bad valve allows water to slowly drain out of the tank into the bowl. Once the water level gets low enough, the fill valve refills the tank.

Yeah but in the second vid it's flushing not leaking

Just going form me having the same symptoms before I replaced my toilet I fixed the problem by adjusting the chain length and adjuctsing the float with a screwdriver.
I had constant overflow going into the stem.

It's an easy fix and worth the 5 minutes.
If that's not it then I guess more troubleshooting needed.

It's okay. It's only part of what I do for a living. Not like I've dealt with this exact issue many times.

Doesn't seem like what is happening in the video to me. But yeah, in your case you would have that constant flow because the float was set too high. But the video is showing the tank refilling, not constaly overflowing.

The video shows it's still, it refills, then stops. You can also see along the sides of the tank where the water line currently is before it refills, and where it should be when it's full.

So yes when I watch it, it seems to be consistently leaking a bit of water. Once it drops below the blue float, it starts refilling as if I had flushed some water out.

I think it makes sense for it to be the central flush valve (not sure if I have name right) since if I lift it (as if I was flushing) I can see that the seal looks like it’s breaking down. In fact the handle was replaced recently, as the plastic arm of the previous one literally snapped in two when I flushed it.

Sometimes it gets dirty and allows water to seep through, if so you can clean it. But given how old it is, chances are it's warped or disintegrating and needs replacement.
