The defilers in worldstone 1 and 3 and halls of pain and halls of vaught count as bosses so they have an extra chance of drawing a herald. Obviously the zone has to be terror zoned.

I heard also you can just teleport around and draw an ire of a herald.

its a weird system but they can only spawn in on packs that havnt been spawned yet but if a pack doesnt spawn one dont skip it cuz you can draw ire multiple times. some games draw ire a ton some dont really at all. best to save the shards for the games that spawn them alot
