There sometimes is a post about what IP is "hot", as in there is a soj count on the game screen which is counting up. As for where he spawns when there is a message that Diablo Walks the Earth, he will spawn where there is a boss or super unique monster that you go to first. I try to go to where I know it is not packed with too many hard to kill monsters, so that I can concentrate on the d clone.
