Yes you can’t cast weaken in gm duels

Not sure why it’s banned though, weaken isn’t super strong since it’s only reducing the total +%ed of your attack. Say if you have +400%ed it becomes +360%. Sure it helps but it doesn’t completely tilt the duel one way. Someone using weaken won’t win 100% of the time unlike using a curse like decrepify. I don’t think all gm rules are thought out properly
