I'm relatively new to OSRS and got surprised how much prices can fluctuates.

Is there any signs that predicts the market tendancy?

Updates in-game/ unreleased item speculation or crackdown on IRL trading all effect market tendencies.

its been pretty steadily decreasing over time aint it? flippers will sell high / buy low, other than that is it really fluctuating?
