so assume Im doing double runes, wondering how much the outfit increases amount of runes crafted? Thanks

Raiments of the Eye (New Runecraft Skilling Outfit)

The Raiments of the Eye, with available recolours

This Skilling Outfit consists of the Hat, Robe Top, Bottoms and Boots of the Eye. Each piece grants the wearer 10% more runes while Runecrafting, up to a maximum of 60% when the full set is equipped.

ye but the wiki says this and I don't understand what it means fml

This implies that tasks to craft double the quantity of runes (e.g. Cosmic, Nature, Astral) cannot be bypassed using the outfit. The effective number of runes would be 35, and the rune multiplier would be 1.25, rounding up to 2. The tasks which do benefit are listed below:

That section of the wiki is literally just talking about the mathematical theory of why you can't use the outfit to get around having to craft double nats/double cosmics/double astrals for achievement diaries.

Full set is what LoveBear said.

If you have 28 essence and craft 2x runes, then you will get 56 * 1.6.runes (90) with the outfit.
If you have 28 essence and craft 3x runes, then you will get 84 * 1.6 runes (134) with the outfit.
