Checking the proxy and the firewall
Running Windows Network Diagnostics
ERR_CONNECTION_TIMED_OUT

can you access youtube and play a video?
usually you will get that when you have limited internet due to slow internet, company working on their lines outside, etc, just check and see if its ONLY runescape you can't connect to, jsp is easy to connect to due to it being mostly text.

generally a hard reboot of router will fix it if they aren't actively working on it.

yes i can access and play video on youtube i can play path of exile too or dota 2 on steam but i cant connect to runescape website :'(

few things you can try then.
Hard reboot on router, unplug and wait 15 seconds.

Flush DNS, may not be resolving, windows key -> run -> CMD as administrator -> type ipconfig/release -> type ipconfig/renew
If using google chrome make sure no proxy enabled, also you could clear cache on browser as well, which would be the first thing I would try after a reboot of router.


also have you tried multiple browsers?
