Eagle eye to hawk eye is the same % pray drain as hawk eye to rigour. You asked the question as if rigour is an obvious use case if you had it. Thus, hawk eye is the obvious answer unless you're so afk that you are frequently out of combat

they are aggressive. u wouldnt be out of combat. u just afk and let them atk you, making sure ur not in melee distance.

I've never killed brutal blacks as slayer takes forever to level, but I assume you can still lose aggro the same as everywhere else. If he's asking this question his cb stats and gear are likely low enough to stay awhile, or he might not care about drops vs slayee xp and stay long enough, either way losing aggro.
