for example i really hate doing pest control , if i ask someone service for that and he steal my account and for some reason i cannot get it back , is jsp compensating the situation ?

Best choice is to find a trusted service provider, or ask the other party to provide collateral (say you allowing him access to 100m in gear = you ask him to provide close to that value to hold onto while he completes job)
