Is there a "safe" way to trade gold to people? Jagex claims they are actually cracking down on RMT now and will issue bans if you RMT. Are we still just trading people for 300m gold randomly? Or is there an actual way to "safely" buy gold now?

The safest way is to trade high level member accounts that do not RWT/RMT often. Faking a deathmatch or a PK is a good way to transfer lots of gold without looking too suspicious as well.
There will always be a risk of a ban these days though, even for small amounts like 50m. Usually the first ban they will take the gold away(if you buy items and have no cash stash nothing will be taken IIRC), second time is a permanent ban

False, the safest way to trade gold is to not trade gold.

Ayiza will ban you if you even take gold from someone who RWT unknowingly in exchange for a tbow. because you are a rule breaker for selling your TBOW to that random guy at the GE.
