They generally respond to these requests a little better than automated recoveries. It can take ~3 days. Yes, it isn't specifically what that form is for, but do it anyways to actually get a human response vs. automated.

It's worth a chance to try to change the email anyways.
One of my accounts I lost access to the email, and it one day let me change without even requiring my email verification for some reason. Just sent the confirmation to the new email.
Granted it was prob 6 years inactive on the email it could have just been deleted, but my account def still had the email attached on the website.
/e also, since you have full access, you should be able to add it to a jagex account with a new email.
I can't remember if it required an email confirmation or not, but at some point it will be mandatory to use a jagex account, so at some point in time you WILL lose all progress if you can't link it for some reason.
