You can alch while in combat. With a whip, it's Hit-Alch-Hit-Alch-Hit-Hit-Alch, etc

Would I be able to high alch while training with a scim in the same way, or would I have to wait for every other game tick?

Same way, Scim and Whip are both 4-tick weapons, and Alching is a 5-tick thing. I believe, haven't done the math, that it's the first 2 ticks of Alching that you cannot interrupt, so because Whip is 4, and Alch is 5 ticks, it gets a bit jumbled, and you'll end up missing a tick with whip if you alch in that time.

Would be a shitload easier to alch during combat with a 5-tick weapon, but there is really no good choice for melee. If you're maging metals though, fucking Keith, you should be alching between hits.

Assuming rapid,

Darts = 2 ticks
Short bows = 3 ticks
Crystal bow and Longbows with sight = 4 ticks
Magic longbow and Rune crossbow = 5 ticks
Darkbow = 8 ticks
