In Jagex's eyes, yes.
At the stage that you're at in RS, time and effort invested in RS doesn't need to be proven. For your specific situation, I see it as doing something that is more enjoyable but still under the umbrella of gaming.
If it were somebody with flat 80s, who didn't have the knowledge or skills to earn more than ~1m an hour, I would see it as RWT.
A useful analogy would be comparing it to the Time Vs. Cost thread on xp-waste. The benefit that you gain from playing D3 rather than RS is comparative to the benefit that other players might get by optimising their playing habits. For someone less experienced or invested in RS, to then play D3 and earn those rates of gold and convert it, would be closer to someone working in real life and buying gold.
