Yeah it's unfortunately how they roll, but eh it's for good reason.
That 1% is for strenth level, not damage. When you're overloaded, that's 1.25 str levels more, which, from 19%, brings up the % from 23.75 levels (which may be rounded down to 23 for all I know) to 25 str levels boost, which effectively puts you at 150 str
The secondary (blazer) ring is a bit more ehh to have t9 and t10 but if no hex and you have a csb (which you should), not really better things to buy with tokens anyways so why not..
