We're removing the capping requirement at the Citadel. It's just difficult to get on everyone about capping and it's mean to be super-strict about it. Those who wish to cap are welcomed to do so. As long as keep the Citadel running at a bare minimum the clan will survive. I'd love to keep the 2nd Avatar

To be clear I retired from the mod team but I will continue to lead our clan. I am pretty busy IRL so I won't be on RS for long periods super-often. I plan to be around to stay updated and to manage clan stuff
