This minority whom continually vote no dont seem to understand that eventually content releases will stagnate. They can add lore, they can add game updates, but eventually more and more players will approach max and start to get bored of the game, eventually quitting.
Content such as a new skill, especially warding, would reinvigorate old players to play the game, new players to join the game from the hype (sotes is nice but 70 stars and prereqs will turn a lot of new players away from this content for a long time) warding would also help with economic stability by allowing the breakdown of items to create a consumable material to gain exp, instead of coins which will just add to inflation.
The poll your own adventure sounds nice when it's fresh and new, but people don't understand that a giant collective of brainlets does NOT know what they are talking about. I'm weary because of the past too, but Jagex needs to get a hold of their game at some point if they actually want it to live.

I didn't care whether this skill released.
Osrs is a giant timesink for me with moderately fun activities. I don't particularly hate any skill, and warding likely would have just been another timesink for me.
I do wish this game lives for a while since it's nice to return to an active community.
Whether that requires bank-standing, brainless skills, or new quests and content, I really don't know, but hopefully Jagex does.
I won't ever vote no unless it's an MTX poll, and I will only vote yes if it's something I'm overly thrilled about.
