For the minimum xp from level 91, meaning a maxed level 90 hunter, he would need to have caught 23k chins.
6000 chinchompas would have costed 1.4m to cover.
For the maximum xp to 91 from 90, he would have caught 20.3k chins, and 9k chins would have costed 2.1m.
So yea, obvious he broke the terms.
