if it explicitly states he will not get paid if he doesn't finish or he will get paid for what he does you should discuss payment with each other and not post it

but since he blocked you, you should just wait for him to unblock so you can discuss via pm and not in this topic

with each message someone sends you, at the bottom the is a "block this user"
might have clicked on that.
Edit: right next to the "add to address book", you might have tried to add him but ended up blocking
