And considering 83 is the highest lvl worth obtaining yes 83 is pro hunter lvl.
90 is pro slayer lvl, 85 is pro mining lvl, you dont have to max something to be good at it.

lol 83 isnt pro hunter just cuz you can catch everything. 99 catches it faster and more often and is therefore better. Same with mining, sure you can mine rune but a 99 miner will mine it faster and is better because of that. But skills that dont depend on skill lvl for success rates (ie slayer and fletching) dont need to be maxed because higher levells dont add anything extra.
