God.  We didn't have water, so he brought water in from inside of the earth, hence the great flood when he fucked up.

The excess water seeped back into the middle of the earth, and we're left with the oceans.  If you don't believe it - then why did the water happen to dry up everywhere but where the oceans are?  Think about that one :)

But what about moon god does he have any say in the matter or is he just kinda like a gaurd to make sure the oceans dont move on us??

The moon is there so the water bender can bend water and so they can keep the fire nation in their place

Did some more DH testing, seems to be 135K/h.. Whip is 110-120, call it 135/115

53.1M to go, 393 VS 461 hours, so it's a bit of a difference (24 VS 9 Ppots/H), 319K:135K, 123.5K:115K 2.36GP:XP, 1.07GP:XP including host fee/game fee

125.31M VS 56.8M for 68 hours - ~1M/hour saved cost while DHing, not really worth it unless I'm getting too impatient
