It will remove gold from the game, which helps stabilize the economy, but I am wondering how theyr going to balance buying the items from players for removal.

They wouldn't be overpaying on a tbow, it's just if you sell, you get the cash that was "Removed" by the GE tax.
If there's not enough in that "pot" then it goes to player purchase instead of the "pot" purchasing the item.
At least, thats how I'm seeing it.
