i suggest you grab a cc and buy a month of membership, save the invoice number, the date you did i on and every little detail about it (i save the whole email)
check your IP address and record that somewhere safe, and if you ever move make sure you record the date that you first log in from that move at a new address

I had used google play and have the receipt # for it..which is weird why it kept getting denied.

because the numbers you receive from google play are not the same as the transaction numbers on their end
best way to do it is use a credit card on their site and put your info right into their system so it's readily available
