For practicality yeah. If you have way more extr magics than you'll ever need for ovls, it wouldn't hurt to use those either.

Vecna refuses to activate unless your magic is unboosted FYI
Also the best Magic boost (outside crystals in the Kiln) is +10 from Dominion Marker, but it only works at select bosses.
